Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII), representing a consortium of investors, recently submitted a proposal to the Ho Chi Minh City People's Committee to establish a traffic improvement project for the Hang Xanh – Binh Trieu area under a BT (build-transfer) model.
The preliminary plan outlines a project spanning nearly 27 hectares, extending from the Hang Xanh intersection to the Binh Trieu bridge. The core of the project involves upgrading the Dinh Bo Linh – Xo Viet Nghe Tinh axes and a section of National Highway 13. This will include road widening and the construction of an elevated route to separate fast-moving traffic.

At the Hang Xanh intersection, the project plans to build a multi-level interchange to alleviate traffic conflicts. Additionally, the construction of Binh Trieu 3 bridge, spanning the Saigon river, has been proposed, aligning with the planned expansion of National Highway 13.
Beyond traffic infrastructure, the project also incorporates a resettlement area for site clearance, alongside public, commercial, and service facilities.
The total estimated investment exceeds 10,200 billion VND. The enterprise will primarily arrange funding, with the state budget contributing to site clearance costs. In return, the investor has proposed being compensated with land from the former Mien Dong bus station (located in the old Binh Thanh district). A portion of this land will be allocated for resettlement and public works, while the remainder will be developed to recoup the investment.

Upon receiving the proposal, the Ho Chi Minh City Department of Finance sought feedback from relevant agencies. Several agencies agreed on the project's necessity. However, due to overlaps in scope with other ongoing projects under review, the Department of Finance recommended a temporary halt to ensure comprehensive review and synchronized implementation.
The Hang Xanh – Binh Trieu area, an eastern gateway to Ho Chi Minh City, has been consistently overloaded for years. Routes such as Xo Viet Nghe Tinh, Dinh Bo Linh, Nguyen Xi, and National Highway 13 frequently experience congestion, especially during peak hours. The continued operation of some short routes at the former Mien Dong bus station, which spans about 6.7 hectares, further exacerbates traffic pressure.

Previously, CII also proposed developing an urban area based on the TOD (transit-oriented development) model in this region, with an estimated capital of 18.5 billion USD, aiming to effectively utilize the land fund and transport infrastructure.
