Quang Ngai builds digital map to attract foreign investors

Foreign businesses can view visual representations of Quang Ngai's current status through digital platforms like maps and virtual reality technology before investing.

This initiative is outlined in the Plan for Improving and Enhancing the Provincial Competitiveness Index (PCI) for the 2026-2030 period, recently issued by the Quang Ngai Provincial People's Committee. The plan aims to significantly boost investment attraction after the province expanded its development area from islands and coastal regions to the highlands.

According to the plan, digital platforms will publicly display master plans, clean land funds, and the entire list of projects seeking investment for the 2026-2030 period. This will provide investors with transparent and comprehensive information access.

Concurrently, Quang Ngai aims to develop a multilingual "digital investment map" that integrates location, planning, infrastructure, and project information. Investors can use VR360 technology to conduct online surveys of land plots, industrial parks, and seaports before visiting the actual sites. The system will also provide application forms, contact information, and registration templates, streamlining the process from initial research to investment connection.

This model has been adopted by other localities. Da Nang previously developed a digital map of projects seeking investment, integrating information, real images, and virtual tours to allow investors to research locations remotely. Ca Mau currently uses Ca Mau 360, which digitizes projects with 360-degree images, planning data, and land plot information, supporting both Vietnamese and English languages.

Alongside digital transformation, the province will reform its investment promotion approach. Instead of broad outreach, Quang Ngai will create a list of target investors and proactively engage large corporations and businesses in key markets such as South Korea, Japan, Singapore, Taiwan, Hong Kong (China), the US, and the European Union, as well as countries with a trend of shifting capital flows into Vietnam.

For investors already present in the province, the administration commits to enhancing "post-licensing care" efficiency, promptly resolving issues to help businesses expand their scale and become conduits for introducing new investors.

Beyond promotion, Quang Ngai aims for substantive improvements in its business environment. By 2030, the province's governance quality and PCI must rank among the top 20 localities with strong investment attraction indices. Specifically, in 2026, governance quality is targeted to be in the average group, with efforts to achieve good and excellent quality in subsequent years.

The plan targets 100% of business registration applications to be processed on time or ahead of schedule, 95% of administrative procedures to be resolved on time, with delayed applications requiring a written apology stating the reason. Additionally, at least 75% of applications will be processed fully online.

Procedures with one-time full guidance, one inspection per year

Under the direction of Nguyen Duc Tam, Chairman of the Quang Ngai Provincial People's Committee, Quang Ngai will implement the "one-time full guidance" principle, reducing instances where businesses must repeatedly submit additional documents.

The province will also increase online guidance, provide sample documents, and compile common errors to shorten processing times for procedures. Each business will be subject to a maximum of one inspection or examination per year, except in cases of specific violation indicators.

In the tax sector, direct working time at businesses will be reduced by at least 50% compared to the provisions of the 2025 Tax Administration Law, and the number of direct inspections will decrease by at least 20%. Concurrently, tax authorities aim for 90% of taxpayers to rate their satisfaction as "satisfied" or "very satisfied" after each inspection round.

Access to land, one of the biggest bottlenecks for investors, has also been prioritized by Quang Ngai. The province will accelerate site clearance in key industrial parks. Site clearance for VSIP I Industrial Park is expected to be completed in october, while VSIP II will be completed in Q3/2027.

Land data and land use planning will be digitized and made public, allowing businesses to proactively search for information rather than having to inquire through multiple channels. Furthermore, the bank-business connection program will be intensified to help small, medium, and micro-sized enterprises access credit more easily.

After merging with Kon Tum province last july, Quang Ngai spans nearly 15,000 km2 with a population of over 2.16 million people, extending from the coast and plains to the highlands and the Vietnam - Laos - Cambodia border junction.

In the first seven months of the year, the province's GRDP increased by 8.55% year-on-year, industrial production rose by 14.1%, and budget revenue reached over 21.4 trillion VND. Since the beginning of the year, the province has granted investment approval for 13 domestic projects with a total registered capital of approximately 3.862 trillion VND. It also approved investment policies for two projects to be tendered, totaling over 932 billion VND, and selected investors for seven real estate projects through bidding, with a total capital of about 43.467 trillion VND. Across the province, 1,064 new businesses were established, a 28% increase year-on-year, with a total registered capital of over 7.1 trillion VND.

Dung Quat Economic Zone continues to serve as an industrial locomotive. To date, the Economic Zone and Quang Ngai industrial parks have attracted 441 projects with a total registered capital of nearly 20 billion USD. Of these, 350 projects are operational, creating employment for over 81,000 workers.

In the tourism sector, destinations such as Ly Son, My Khe, Chau Tan, and Mang Den offer experiences ranging from islands to vast forests. In the first six months of the year, Quang Ngai welcomed 4 million visitors, a 72% increase compared to the same period in 2025.
