At approximately 18h, heavy rain poured across several wards in the old Bien Hoa area, including Trang Dai, Tan Trieu, Long Binh, and Long Hung, causing deep flooding on many roads and in residential areas.
In Tan Trieu ward, near the shooting range, two motorcyclists were swept into a stream by the strong current. Upon noticing the incident, nearby residents and drivers rushed to their aid, successfully bringing both individuals to safety. One motorbike was lost to the water and has not yet been recovered.
On National Highway 51, a vital route connecting Dong Nai with TP HCM, the section through Long Hung ward saw water from residential areas overflowing onto the road. Rising water levels in several streams caused numerous areas to flood up to half the height of vehicle wheels.
The swift current across the road knocked over and swept away several motorbikes. The rain coincided with rush hour, causing many commuting workers' motorbikes to stall, forcing them to walk through flooded sections to get home.
Similar conditions were reported on many roads and alleys in Trang Dai ward. "The water flowed like a waterfall; many vehicles had to pull over and wait for the water to recede," said Ms. Thuong, a resident near Trang Dai market.

In Phuoc Tan ward, heavy rain combined with rising water from the upper reaches of Song Buong river inundated an underpass for residents crossing the Bien Hoa - Vung Tau expressway, as well as many roads in Mieu residential area.
According to the Dong Nai Provincial Hydrometeorological Station, rainfall measured in the Bien Hoa area on the evening of 10/9 was approximately 55 mm. From the evening of 10/9 to the evening of 12/9, Dong Nai is forecast to experience moderate to heavy rain and thunderstorms, with some areas receiving very heavy rainfall, commonly ranging from 100-130 mm, and exceeding 130 mm in certain locations.
The meteorological agency warns of risks including flash floods and landslides in mountainous regions, and inundation in low-lying areas, riverbanks, and canals. Intense rainfall over a short period may lead to urban flooding; thunderstorms also carry the potential for tornadoes, lightning, hail, and strong wind gusts.
