At approximately 6h48, the truck, upon entering Phong Quang ward near To Huu high school, first collided with a student's electric bicycle as they were crossing the road. It then struck two more electric bicycles before coming to a stop on the roadside.

The truck came to a halt on the grass verge, its front damaged from the impact. Shattered electric bicycles and debris were strewn across the grass and roadside for approximately 30 m. Victims were found near the roadside, with some trapped at the front of the truck.

Hoang Van Binh, Chairman of Phong Quang ward, reported that a student and a local woman died at the scene. Several injured individuals were transported to the hospital.

The accident occurred on a clear, two-lane road, over 8 m wide. The incident caused significant traffic congestion in the area. Police are currently managing traffic flow and investigating the cause of the crash.
