Vision for the Red River landscape boulevard axis

Spanning approximately 11,400 hectares and stretching 80 km along both banks, the Red River landscape boulevard axis is planned as a central spatial corridor and a new driver for Hanoi's financial, economic, cultural, creative, and technological development.

In the future, the Red River landscape boulevard axis is designed to ensure safety and flood prevention, forming a modern, flexible, and proactive hydrological management and flood control system, ensuring absolute safety for dikes and riverbanks.

In Hanoi's 100-year vision plan, the Red River is identified as a landscape axis, the "soft backbone" of the urban structure. The city aims to address multiple challenges simultaneously: flood control, water environment, public spaces, waterway transport, and tourism economy.

The Red River landscape boulevard axis, extending from Hong Ha bridge to Me So bridge, is designed as a key highlight for spatial organization along the river. This boulevard is expected to connect Thuong Tin, the Olympic cultural and sports urban area, Phu Xuyen urban area, and link to the Van Giang - Pho Hien - Hung Yen urban chain, thereby forming a heritage, tourism, and economic corridor along the Red River.

The plan also proposes building iconic landmarks such as the Era Tower, the Red River Memory Museum, the Long Bien Bridge Museum, the Contemporary Museum, and the Technology Museum.

Based on Hanoi's smart city development orientation, the entire Red River axis project will operate under a synchronized smart management model.

The plan also aims to develop waterway transport, construct tourist boat docks along the river, and create an internal transport and landscape network. This development model focuses on a green, smart urban area adaptable to hydrological conditions, thus reducing pressure on the existing inner-city area.

Regarding landscape architecture and ecology, the plan outlines the creation of 11 interconnected parks, spanning approximately 3,300 hectares, stretching from north to south. This initiative combines wetland restoration with the preservation of native ecosystems.

The plan designates approximately 3,000 hectares for residential organization and urban redevelopment. This area will feature a compact, green, and high-rise urban model, prioritizing increased open spaces and social infrastructure. The plan aims to ensure a balanced land use ratio, ecological balance, and population growth aligned with infrastructure capacity, thereby creating long-term equilibrium between urban growth and quality of life.

The Red River landscape boulevard axis is expected to accommodate approximately 1,2 million residents, with a maximum density of 220 people/hectare, adhering to special urban area standards. The relocation and resettlement of residents within the Red River axis redevelopment area will prioritize long-term safety and improved living standards.

The Red River landscape boulevard project will preserve and promote cultural and tourism values, establishing a tiered heritage conservation system. Cultural, spiritual, and religious spaces will be preserved in their original state, while traditional craft villages will be maintained and revitalized within the new development structure, integrated with quality living environments and synchronized technical infrastructure.

The plan aims to establish one to two international-standard financial and technology centers along the river, creating approximately 150,000-200,000 direct and indirect jobs and attracting high-quality human resources.

Additionally, the landscape axis, parks, and riverside services will develop into a large-scale tourist destination, aiming to welcome around 15-20 million visitors annually once the entire route is completed.

Hanoi will gradually relocate and reorganize residential areas outside the Red River dike to create an ecological landscape axis, a central space, and a significant development driver for the capital. This is considered one of Hanoi's largest urban restructuring projects in many decades.
