Long Ly district police in Guizhou province reported a fatal accident on 29/9. Preliminary investigations confirmed that a 19-year-old driver, identified as Vuong, forcefully collided a car into the rear of a truck parked on the right side of the road. All seven occupants of the car died instantly at the scene.

The car Vuong was driving was reportedly borrowed and designed for five seats. However, it was carrying seven people at the time of the crash. Furthermore, tests revealed Vuong's blood alcohol content (BAC) was 66 mg/100 ml.
According to chinese law, driving under the influence of alcohol is categorized into two levels of offense:
The first level, "driving after consuming alcohol," applies when a driver's BAC is between 20-80 mg/100 ml. Penalties for this offense include a six-month driver's license suspension and a fine of 1,000-2,000 yuan (150-300 USD). Repeat offenders face up to 10 days of detention, the same fine as the first offense, and driver's license revocation.
The second level, "driving while intoxicated," applies when a driver's BAC is 80 mg/100 ml or higher. Individuals caught driving while intoxicated are detained until sober, have their driver's license revoked, and face criminal prosecution. They are prohibited from regaining their driver's license for five years.

Commercial drivers caught operating a vehicle while intoxicated face stricter penalties, including 15 days of detention, a 5,000 yuan (746 USD) fine, and driver's license revocation. They are also banned from regaining their license for five years.
Any commercial driver operating a vehicle while intoxicated will be detained until sober, have their driver's license revoked, and be prosecuted under the law. They are prohibited from regaining their driver's license for 10 years, and even after regaining a license, they remain permanently banned from commercial driving.
In cases where a serious traffic accident occurs due to intoxicated driving and the behavior constitutes a criminal offense, the individual will be prosecuted under the law and will face permanent driver's license revocation.
