On 19/2, An (29, residing in Giong Rieng commune, An Giang province) was detained by Can Tho City Police to investigate his act of property snatching that resulted in a death.

According to initial verification, on the morning of 18/2, two women, aged 35 and 50, were riding a motorbike on Tran Hung Dao street, Vi Thanh ward. Bui Vinh An, 29, rode up from behind, closely approached them, and snatched a gold bracelet from the driver's hand. The forceful snatch caused the two victims to fall into the opposite lane of traffic.

At the same time, a truck with a Can Tho license plate, traveling in the opposite direction, could not react in time and ran over one of them, who died at the scene. The passenger sustained severe injuries and was taken to the emergency room by residents.
