On November 21, Project Management Board 7 (Ministry of Construction) reported that workers from Tu Lap Construction Co. Ltd. and Bac Trung Nam Infrastructure Construction JSC were isolated by severe flooding in Hoa Xuan commune, located in the eastern part of the province.
Prolonged rain led to deep inundation in many areas, severing traffic and halting all construction work along the route within the province. The construction site management board had relocated equipment, machinery, and workers to safe areas; however, approximately 40 individuals remained trapped at three locations in the commune this morning.

Rescue efforts are facing difficulties due to heavy rain, power outages, and loss of phone signal. The group of workers is experiencing shortages of food and water, posing risks to their health and lives.
In Dong Hoa ward, an additional 14 workers are stranded as floodwaters have cut off access. Rescue forces from Dak Lak province are deploying multiple teams to reach and evacuate them.
The Chairman of the Dak Lak Provincial People's Committee has declared a natural disaster emergency in 40 communes and wards. To date, the province has reported 19 fatalities and 6 missing persons. Furthermore, over 400 homes have been completely destroyed, 13,800 homes have lost their roofs, 85,700 homes have been inundated, and over 12,800 households remain isolated.
