Running in Hanoi, General Secretary To Lam outlined major orientations and specific commitments on strategic national issues in his action program. He stated that he would focus on effectively implementing the 14th Party Congress Resolution, the Politburo's strategic resolutions, and the Hanoi Party Congress Resolution for the 2025-2030 term. These resolutions will be promptly translated into development programs and plans across all sectors, ensuring their practical application from the start of the term.
The General Secretary emphasized three strategic breakthroughs: institutions, human resources, and infrastructure. He highlighted the importance of perfecting development institutions and the socialist rule-of-law State of Vietnam. In his role as Party leader, he committed to timely removing bottlenecks and obstacles related to laws, mechanisms, and policies. He also pledged to build a transparent and effective governance environment, aiming for rapid, sustainable economic development coupled with macroeconomic stability, and enhanced productivity and competitiveness for both the nation and Hanoi.
He also promised to improve the material and spiritual lives of the people, promote social equity, ensure social welfare, and develop culture, education, and healthcare, placing people at the center of development. Regarding governance, he stated he would enhance the quality of local administration, promote decentralization, administrative reform, digital transformation, and prevent and combat corruption, waste, and negativity, while increasing accountability to better serve the people.
Additionally, he, along with the National Assembly and relevant agencies, will work to complete institutions and urban planning to develop Hanoi into a modern city with a rich identity, serving as a political-administrative, growth, innovation, and international integration hub. The goal is to make Hanoi a model for urban governance, legal discipline, cultural development, quality of life, and a practical contributor to the nation's overall development, helping the country achieve its two 100-year strategic objectives.

Running in Da Nang, Standing Member of the Secretariat Tran Cam Tu stated that if elected to the 16th National Assembly, he would serve as a bridge between the locality, the National Assembly, and the Government. He committed to helping address local difficulties, promoting the city's development, and improving people's lives.
His goal is for citizens to fully benefit from the achievements of the reform process: children receiving better education, comprehensive healthcare for all, and ensured social welfare, social order, safety, national defense, and security.
Running in Hai Phong, Head of the Central Organizing Committee Le Minh Hung pledged to participate in building and refining laws, especially in areas of public interest such as land, planning, environment, socio-economic development, social welfare, healthcare, and education.
He stated he would propose and implement mechanisms and policies to leverage the city's role as a center for marine economy, high-quality tourism, logistics, and clean energy. He also committed to promoting the completion of strategic infrastructure, enhancing regional and international connectivity, particularly high-speed rail, expressways, seaports, and international airports.
The Head of the Central Organizing Committee also stated he would promote policies to attract investment, administrative reform, digital transformation, and the development of a green economy and circular economy. Running in Dak Lak, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi stated he would focus on contributing to policies directly impacting people's lives, especially those for ethnic minority communities, remote areas, border regions, and disadvantaged localities.
According to him, perfecting development policies for ethnic minority regions not only improves the material and spiritual lives of the people but also strengthens the great national unity bloc, a fundamental factor for the country's long-term stability and development.
Running in Dong Nai, Head of the Central Internal Affairs Committee Le Minh Tri mentioned his two previous terms as a National Assembly delegate. If re-elected, he would work with the Politburo and the Central Steering Committee on Preventing and Combating Corruption, Waste, and Negativity to resolutely and persistently fight against these issues.
In his capacity as Head of the Central Internal Affairs Committee, he stated he would require procedural agencies to focus on detecting, investigating, prosecuting, and adjudicating crimes, especially online fraud, smuggling, counterfeiting, tax evasion, and food safety violations. He would also strictly handle deceptive and unlawful acts, protecting honest businesses and citizens' rights.
Running in Tuyen Quang, Head of the Central Propaganda and Mass Mobilization Committee Trinh Van Quyet stated he would focus on advising on institutional improvement to remove development bottlenecks in midland and mountainous regions. He would also prioritize ethnic policies, sustainable poverty reduction, and human resource development.
He also committed to working with the delegation and agencies to strengthen oversight, ensuring that policies are effectively implemented and reach the correct beneficiaries.
