According to initial information, La Van Cong, a 64-year-old resident of Dong Hoa neighborhood (formerly Ba Ria - Vung Tau), fell into a deep well in his family's garden due to an unstable mental state. Relatives discovered the incident after 2 PM and promptly reported it to authorities.

The Firefighting and Rescue Team Area 23 of Ho Chi Minh City Police dispatched two specialized vehicles and 10 officers to the scene. However, the rescue operation faced immediate challenges. The well was located about one kilometer from the main road, deep within a dense garden, and had an opening of only one meter, preventing direct access for specialized vehicles.

At the scene, police confirmed the victim was conscious, albeit panicked, and sustained minor injuries. Rescue forces quickly set up a ladder as an anchor point over the well opening and installed a pulley system. One officer then rappelled down to Mr. Cong, providing oxygen and reassurance to calm him.
After nearly one hour, Mr. Cong was secured with a safety harness and safely brought to the surface. Medical personnel then transported him to the hospital for a health check.
