Thousands of residents and tourists flocked to the Thuan An sea-gate overpass in Thuan An ward on May 1-2, following its technical opening on April 30. Cars and motorbikes stopped on the bridge, occupying part of the roadway. This prolonged stopping obstructed traffic on the Thuan An sea-gate overpass as vehicle flow surged.

To ensure traffic safety, Thuan An Ward Police deployed officers and urban forces to patrol and use loudspeakers to remind people. However, the large number of vehicles and people stopping in the main span area caused congestion, especially in the late afternoon and evening.
The Thuan An sea-gate overpass, which technically opened on April 30, is the second sea-crossing structure in TP Hue. It connects the former Hai Duong commune with the former Thuan An ward and is the longest sea-gate overpass in Central Vietnam. Its total length is 2.36 kilometers.

The bridge is 20 meters wide and features four lanes. Its starting point is Hoang Sa road in the former Thuan An ward, with the endpoint at Con Dau in the former Hai Duong commune. Constructed with pre-stressed reinforced concrete, the project utilizes a hybrid beam and cable structure for its main spans, with the longest span measuring 218 meters. This design combines external pre-stressed reinforced concrete and cable-stayed bridge structures. Construction began in March 2022 as part of a 7.7-kilometer coastal road project, extending from the Tam Giang bridge intersection to the Thuan An sea bridge, concluding at the intersection of National Highway 49A and National Highway 49B in Thuan An ward. The total project cost exceeded 2,400 billion VND.
Under the Law on Road Traffic Order and Safety, stopping or parking vehicles on bridges is prohibited, except in emergencies. Decree 168/2024 specifies substantial fines for this violation: 2-3 million VND for cars and 400,000-600,000 VND for motorbikes. On expressways, fines can range from 12-14 million VND.
