Convening the first extraordinary session of the 16th National Assembly

The National Assembly Standing Committee has issued a document convening the first extraordinary session of the 16th National Assembly from 3/8 to 24/8.

The National Assembly will convene its first extraordinary session, focusing on key legislative and policy matters. The session will take place at the National Assembly House in two distinct phases: the first from 3/8 to 13/8, and the second from 19/8 to 24/8.

During this session, the National Assembly is set to review and pass 19 laws and legal resolutions. Additionally, it will provide initial feedback on 7 draft laws, make decisions on 5 important issues within its jurisdiction, and address other pertinent matters.

Several significant topics are slated for presentation, including: the Ninh Thuan Nuclear Power Plant project; the urban development law; the law amending and supplementing some articles of 9 military and national defense laws; and the proposal to establish Quang Ninh city as a central-level municipality.

The National Assembly expects to provide initial consideration for several crucial legislative initiatives: the draft amended land law; the amended real estate business law; the amended housing law; and the draft amended penal code.

Furthermore, delegates will discuss and approve, following a one-session process, a range of legislative proposals: the amended petroleum law; the amended grassroots conciliation law; the amended law on dissemination and education of law; the law on prevention and control of proliferation of weapons of mass destruction; the law amending and supplementing some articles of 10 laws related to administrative procedures and business conditions in agriculture and environment; the law amending and supplementing some articles of the state bank of Vietnam law; the anti-money laundering law and the law on credit institutions; and the law amending and supplementing some articles of the radio frequency law, the telecommunications law, the electronic transactions law, and the technology transfer law.

Three days ago, Prime Minister Le Minh Hung met with National Assembly agencies, urging ministries and sectors to finalize the dossiers for draft laws and resolutions to be submitted to the National Assembly during the session. The prime minister stressed the importance of ensuring both quality and timely submission.

According to the prime minister, these forthcoming draft laws and resolutions introduce many new policies that will significantly impact socio-economic development and help institutionalize Party policies. Many of these initiatives also aim to address urgent issues, implement policies for cutting administrative procedures and business conditions, and reorganize the administrative apparatus according to a two-tier local government model.

Prime Minister Le Minh Hung specifically highlighted the draft amended land law, noting its substantial impact on economic development and daily life, and the significant public interest it has garnered. He directed the government to fully incorporate public feedback and refine the draft for the National Assembly's consideration and approval at the session. Concurrently, the government is revising the housing law, the real estate business law, and other related laws to ensure the legal system's synchronization and consistency.
