The visit, immediately following the 14th National Congress, was not ceremonial but reflected the Party's fundamental nature and leadership approach. General Secretary To Lam emphasized that the Party represents the interests of the working class, laborers, and the nation, drawing its strength from its connection with workers.
General Secretary To Lam explained his choice to visit Quang Ninh, a key energy supplier for the nation, to listen to and share with the laborers. He stressed that successful implementation of the 14th National Congress Resolution, and bringing the Party's policies and guidelines into reality, must begin with practical production, from construction sites, mine shafts, and the daily lives of workers.
Also attending were Le Minh Hung, head of the Central Organization Commission; Phan Van Giang, Minister of National Defense; Luong Tam Quang, Minister of Public Security; and leaders from various ministries and sectors.

According to the Party leader, the overarching spirit of the 14th National Congress is to serve the people, continuously improve workers' lives, focus resources on rapid and sustainable national development, center on people, and use labor productivity, quality, and efficiency as main metrics.
General Secretary To Lam urged the working class and the coal and mineral sector to continue innovating production organization, accelerating mechanization, automation, applying science and technology, and digital transformation in mine management. The spirit of "discipline and unity" must be concretized into technological discipline, safety discipline, and labor discipline to reduce resource loss, minimize downtime, and enhance equipment utilization.
"Workers' income, wages, and bonuses must accurately reflect their labor value, skill level, and contribution, while also providing robust incentives for excellent, creative, and disciplined individuals and teams," General Secretary To Lam noted. He strongly emphasized that worker safety must not be sacrificed for production output and growth.
General Secretary To Lam requested that trade unions truly serve as a trusted support for workers, enhancing dialogue, understanding their thoughts and aspirations, and promptly resolving issues arising at the grassroots level.
On the same morning, General Secretary To Lam and Prime Minister Pham Minh Chinh offered flowers and incense in remembrance of President Ho Chi Minh at the memorial site commemorating his visit to the Deo Nai coal mine on 30/3/1959.
