Decree 259 by the government, concerning the recruitment, utilization, and management of public non-career employees, effective from 1/7, expands the groups eligible for recruitment into public non-career positions at public service units.
Beyond skilled experts, scientists, legal scholars, lawyers, and outstanding entrepreneurs, the expanded eligibility also includes individuals performing professional duties at legally established agencies and organizations, as well as those who were formerly officials, public servants, or public non-career employees and later moved to work for other agencies, organizations, or units.
Individuals with exceptional talent or aptitude in culture, arts, sports, or traditional crafts, along with those currently under contract for public non-career positions at public service units, are also eligible for recruitment if they meet the conditions and express a desire.
The decree also specifies several cases for direct public non-career employee recruitment, including individuals who commit to working for at least three years in areas with extremely difficult socio-economic conditions within healthcare, education, or other essential sectors. Other eligible groups are scholarship recipients who return to their localities to work after graduation, outstanding university graduates, and talented individuals.

Heroes of the People's Armed Forces, Labor Heroes, war invalids, those eligible for policies similar to war invalids, and Type B war invalids will receive an additional 7,5 points in the second round of public non-career employee examinations or direct recruitment.
Ethnic minorities; military personnel, police officers, and cipher personnel transferring sectors; graduates of reserve officer training or grassroots military command training for commune-level Military Commands; relatives of revolutionary contributors; and children of Heroes of the People's Armed Forces and Labor Heroes will receive an additional 5 points.
Individuals who have completed military service or participated in the People's Public Security; retired defense workers and public non-career employees who are still of working age; and youth volunteers or young intellectuals who have completed assignments in economic-defense zones will receive an additional 2,5 points.
Grassroots trade union officials who have risen through the worker's movement will receive an additional 1,5 points. Individuals eligible for multiple priority categories will only receive the highest applicable bonus points.
