The National Assembly Standing Committee deliberated on the draft supervision plan for the implementation of social insurance policies and laws for the 2021-2026 period on 14/7.
Chairman Tran Thanh Man emphasized the critical importance of this supervision for ensuring social security. He stated that the focus must be on core issues and persistent problems within the insurance sector.
He called for rigorous oversight of legal compliance and the issuance of guiding documents for the Social Insurance Law, particularly concerning delayed payments, accumulated debt, and evasion of social insurance contributions. "It is essential to examine data, clarify the causes, and develop solutions to address businesses with outstanding debt and those evading social insurance payments, thereby protecting the legitimate rights of citizens and workers," the National Assembly Chairman stated.

Regarding the Social Insurance Fund, Chairman Man proposed a comprehensive evaluation of its management and utilization. This evaluation should analyze its safety, sustainability, investment efficiency, and the ability to balance revenues and expenditures in both the short and long term.
He also requested an assessment of the effectiveness of digital transformation and data interoperability within the insurance sector. This aims to ensure that benefit and policy resolutions are seamless and convenient for both individuals and businesses.
According to Chairman Man, the Supervisory Delegation must enhance the application of technology in data synthesis and analysis. He suggested exploring the use of artificial intelligence (AI) to process large volumes of documents, cross-reference, and verify information across various data sources. The supervision activities should also minimize disruption to the normal operations of the supervised agencies and units.
National Assembly Vice Chairwoman Nguyen Thi Thanh highlighted that this supervisory topic directly impacts the social security system. Therefore, she stressed the need for the supervision to be substantive, based on reliable data, clearly define the responsibilities of each agency, and propose feasible recommendations.
She proposed clearly outlining the reporting responsibilities of the Government, the Ministry of Internal Affairs, the Ministry of Finance, the Ministry of Public Security, the Ministry of National Defense, local authorities, and Vietnam Social Security. The Supervisory Delegation also needs to evaluate the impact of organizational restructuring and the two-tier local government model on the implementation of social insurance policies.
For the Social Insurance Fund, the Vice Chairwoman requested an analysis of the structure, portfolio, and investment efficiency of each component fund. She also called for an assessment of the fund's safety in the context of an aging population.
The National Assembly Standing Committee unanimously approved plans to organize supervision delegations to Hai Phong, Quang Ninh, Quang Ngai, An Giang, Son La, Dak Lak, and TP HCM. The Chairman of the Culture and Social Affairs Committee is tasked with guiding the finalization of documents and coordinating the activities of the Supervisory Delegation.
Delayed payments, accumulated debt, and evasion of social insurance contributions have been ongoing problems for many years. These issues directly affect workers' entitlements to sickness, maternity, retirement, survivorship, and unemployment benefits. Despite the addition of numerous legal sanctions, recovering debt and prosecuting infringing businesses remain challenging, particularly for those that have ceased operations, dissolved, or become insolvent.
