Speaking at the conference, General Secretary and President To Lam affirmed that presenting these decisions demonstrates the Party's trust in and assignment of important tasks to the collective bodies and individuals appointed to key areas.

General Secretary and President To Lam emphasized that the party committees serve as strategic advisors to the Central Committee on party building, organizational structure, personnel work, and major orientations for the political system. They are also responsible for protecting independence, sovereignty, maintaining national defense and security, and preventing the country from being caught off guard.

He called for each official to be exemplary, to match words with actions, to act decisively, and to improve the quality of advice, leadership, and direction. They must ensure adherence to principles, practical relevance, and clear accountability.

General Secretary and President To Lam urged focus on developing the cadre force, ensuring objective evaluations and correct placement of personnel. He called for resolute action against localism, group interests, evasion, and shirking of responsibility, while also protecting and encouraging officials who dare to think, act, and take responsibility.

On behalf of the party committees receiving the decisions, General Phan Van Giang affirmed a clear understanding of their positions, roles, functions, and duties. He pledged to uphold principles, promote democracy, and leverage collective intelligence.

He stated that they would continue to build a revolutionary, regular, elite, and modern People's Army and People's Public Security force. They would also enhance the strategic advisory capacity of central Party agencies and promote the role of the Vietnam Fatherland Front and political-social organizations in strengthening national unity.
