Proposal to organize an extraordinary national assembly session in mid-year

The chairman of the law and justice committee proposes an additional extraordinary session in July or August to address urgent legislative matters.

On 29/5, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired a meeting with government representatives and relevant agencies to review the implementation of the 2026 legislative program.

Phan Chi Hieu, Chairman of the National Assembly's Law and Justice Committee, announced that the National Assembly is expected to consider and approve 43 items, including 40 laws and three resolutions, at its second session.

The legislative orientation for the 16th National Assembly term also outlined 12 legislative tasks, corresponding to 12 draft laws, proposed for inclusion in the 2026 legislative program. If these projects are added, the total number of draft laws and resolutions submitted for consideration and approval at the second session would be 52 laws and three resolutions.

Furthermore, government agencies may continue to propose adding approximately 20 draft laws and resolutions to the second session's agenda.

Consequently, the total number of draft laws and resolutions to be presented to the National Assembly for consideration and approval in the coming period could exceed 70.

Given this substantial workload, Phan Chi Hieu, Chairman of the National Assembly's Law and Justice Committee, recommended that the National Assembly Standing Committee and the Government consider organizing an additional extraordinary session before the second session or extending the second session to allow more time for legislative tasks.

If an extraordinary session is held, the National Assembly should prioritize considering and approving several draft laws and resolutions that higher authorities have instructed to be submitted in July - August. These include projects related to cutting administrative procedures and business conditions, as well as those serving organizational restructuring, decentralization, and devolution of power.

Should an extraordinary session not be organized, the Chairman of the National Assembly's Law and Justice Committee suggested exploring the option of extending the second session, potentially starting earlier in early October and maintaining the two-phase meeting format to allow agencies time to incorporate feedback and refine the drafts.

Vice Chairman of the National Assembly Nguyen Khac Dinh stated that a review indicated approximately 85 documents must be completed in 2026. Therefore, all agencies agreed to recommend to the National Assembly Standing Committee and the Government, reporting to the competent authority for consideration, to organize an extraordinary National Assembly session, tentatively scheduled for late July or early August, lasting 20-25 days.

This session aims to alleviate the burden on the year-end session, focusing on considering and approving urgent socio-economic issues to provide timely guidance and institutionalize central conclusions and resolutions, as well as innovative ideas to promote double-digit growth by agencies.

Following discussions, representatives from several ministries and sectors generally agreed on holding an additional session. This would provide agencies with more time to incorporate feedback, refine, and finalize projects, thereby enhancing the quality of legislative work.
