Thorough preparation of personnel plans for the 16th national assembly's first session

National assembly chairman Tran Thanh Man called for thorough and procedural preparation of all personnel plans and scenarios for the upcoming april session.

On 24/2, during a spring meeting, National Assembly Chairman Tran Thanh Man assigned tasks to the Committee for Delegate Affairs, stating that preparations for election work in the peak period of march are now "counted in hours, not days."

Therefore, agencies need to proactively prepare thorough plans and scenarios related to personnel work for the 16th National Assembly's first session. He emphasized that execution must adhere to proper procedures while ensuring efficiency, clear tasks, clear responsibilities, and avoiding unnecessary formality or delays.

Chairman Man requested that every stage be reviewed thoroughly, and any obstacles addressed promptly. The goal is to successfully organize the election, selecting 500 delegates from a total of 864 candidates. The Committee must coordinate closely with the Vietnam Fatherland Front to intensify training for officials at commune and provincial levels, especially as many new officials are involved in election work.

The National Assembly Chairman also called for special attention to personnel organization within the National Assembly. The Committee needs to strengthen political ideology work, organization, inspection, and supervision within its Party Committee. Every official and party member must set an example in adhering to the Party Charter and Party resolutions.

Agencies are to research, revise, and complete regulations to enhance discipline and responsibility in the activities of delegates in the legislature and localities. "Given that new delegates are expected to account for over 50%, it is necessary to increase training courses, skill development, and operational capacity building," he stated.

Additionally, the National Assembly Chairman requested accelerating digital transformation and applying artificial intelligence in managing delegate affairs and the operations of People's Councils at all levels. Applying technology helps quickly and accurately review administrative data across thousands of commune-level units, saving time and human resources, and improving management efficiency. Therefore, Committee officials need to actively learn and master technology, considering this an essential requirement in the new era.

The first session of the 16th National Assembly is expected to open on 6/4. During this session, the National Assembly will focus on consolidating the state apparatus and establishing the operational framework for the entire term.

Specifically, the National Assembly will hear election results reports and confirm delegate qualifications. It will elect and approve key leadership positions, including: National Assembly Chairman, President, Prime Minister, Chief Justice of the Supreme People's Court, and Prosecutor General of the Supreme People's Procuracy. Concurrently, it will approve the government structure and personnel as proposed by the Prime Minister.

The National Assembly will also establish and consolidate its own agencies and approve the law-making program, oversight program, and session plan for the entire term. This will lay the groundwork for legislative and oversight activities over the next 5 years.
