According to a report from the Ministry of Home Affairs on the operation of the two-tier local government model, as of 13/2, nearly 8,800 officers and over 4,600 professional soldiers have been arranged and deployed to commune, ward, and special zone military commands.
Of these, 3,319 commanders have been fully staffed, achieving 100% completion. Additionally, 1,330 deputy commanders, representing 40% of the total, 1,785 deputy political commissars, or 54%, and 2,345 assistants, making up nearly 19%, have also been appointed.
The Ministry of Home Affairs stated that the consolidation of personnel for commune-level Military Commands has been implemented urgently and seriously nationwide. Some localities, such as Ha Noi, Can Tho, An Giang, Lam Dong, and Dong Nai, have carried out large-scale deployments, helping to address personnel shortages at the grassroots level.

The policy to assign military officers to commune-level Military Commands was agreed upon by the Politburo and the Secretariat in late 12/2025. The Central Military Commission and the Ministry of National Defense were tasked with developing a project and reporting it to the Politburo and the Secretariat in Q1/2026.
Local party committees are required to promptly complete the staffing for commune-level Military Commands. They must review the current commanders to ensure they meet the standards of a university degree in basic military, advanced political theory, and proper position planning. The appointment decisions for commanders, deputy commanders, and assistants also serve as employment decisions for eligible individuals.
