This is component project 1-3, covering compensation, support, resettlement, and the construction of service and side roads for Ring Road 4, approved by the Ho Chi Minh City People's Committee on 15/4.
This 15 km section extends from the Saigon River to the Thay Cai Canal, traversing two communes, Nhuan Duc and Tan An Hoi, in the Cu Chi area. The project will reclaim over 207 ha of land, impacting approximately 1,495 households and organizations, with 227 cases requiring resettlement. Essential infrastructure, including electricity, lighting, green spaces, and telecommunications, will also be relocated.

The initial phase involves constructing two-lane roads on each side of the main expressway axis, designed for 50 km/h. A comprehensive system of service roads will also be developed along the route, particularly at the interchange with the TP HCM - Moc Bai expressway, to ensure seamless connectivity and convenient travel for residents.
This component project has an investment of approximately 7,050 billion VND. Land clearance alone accounts for over 5,200 billion VND, with construction costs estimated at 1,063 billion VND. The remaining funds cover contingency, management, and consulting. Completion is anticipated in 2029.
The entire Ring Road 4 spans approximately 207 km, traversing TP HCM, Dong Nai, and Tay Ninh. A 47 km section through Binh Duong is a separate project already underway. The National Assembly approved the remaining 159 km section in 6/2025, with an investment exceeding 120,400 billion VND.
The route is divided into 10 component projects. These fall into two main groups: land clearance and local service roads (funded by public investment), and the main expressway, which will operate under a build-operate-transfer (BOT) contract.

The overall implementation plan prioritizes component projects funded by public investment, starting with land clearance. The BOT-model projects are slated to commence construction in 9/2026 and conclude by Q2/2028.
Ring Road 4 represents the largest infrastructure investment in the Southeast region. Initially, the route will feature 4 expressway lanes, but land clearance is being conducted for an 8-lane capacity to accommodate future expansion. Once operational, the road is expected to stimulate socio-economic development across TP HCM and the broader region, driving economic restructuring in the Southern key economic zone and the nation.
