Around 2:10 PM, the man was riding from a residential area onto an internal road within An Duong Industrial Park, located in An Phong ward. At this location, a group of workers were using an excavator to pull a power cable across the road.

The construction team had not placed warning cones or cordoned off the area. As a result, the motorcyclist did not see the cable blocking the road and accelerated to pass, causing the accident. The victim was thrown from his motorbike, fell onto the road, and died at the scene.

According to security camera footage at the scene, two workers stood nearby as the excavator pulled the cable, but they only focused on directing the rear of the vehicle. The section of the cable stretched across the road was left unguarded.

Hai Phong City Police are coordinating with relevant units to investigate the incident.
