On 18/5, the official Instagram account of the Tokyo Local Cooperation Headquarters (@tokyo_pco) posted instructions on how to reduce air conditioner operating costs using common household items.
The headquarters explained that high electricity bills often stem from the outdoor unit overheating. When an outdoor unit retains heat, it loses its ability to dissipate it, forcing the air conditioner to work harder and increasing electricity costs.

To save electricity, users should fill a bucket with water. Dip one end of a towel into the bucket, then drape the other end over the outdoor unit's heat sink. Capillary action draws water from the bucket, soaking the towel to cool the outdoor unit. This limits the outdoor unit's temperature rise, improving air conditioner efficiency and reducing power consumption.
The Tokyo Local Cooperation Headquarters also outlined three rules for users:
Avoid placing the water bucket directly on the outdoor unit's top: Direct placement can cause rust and scratches. Users should place a shock-absorbing mat beneath the bucket.
Cool the outdoor unit's back: The critical cooling area is the heat exchanger (aluminum fins) at the back, not the top. Hang the towel's end over the back grille so wind can blow through, allowing evaporating water to cool the unit.
Remove during storms or strong winds: Wind could blow the bucket away, causing issues.
